Because the CPR had 30 of them on order, but canceled them out and replaced them with more ES44ACs. One thing is for certain: DC-Motored Units for heavy-haul freight are dead with regard to New-Build purchases/leases. As even holdouts such as CN, CPR, and the NS have now seen the light.
