NO rain west of Needles at this time, I just looked at the radar. Afterwards track crews had to go out and check for flooding, track damage, and ensure the track were safe for trains to start rolling again. The power also went out out here so the signals were most likely out also. It's just been a parade of trains from both directions all day. Many of the westbound trains are running on crews that are dead on time so they have been telling them to try and get to Franconia for a crew change.
