Don't know but when I drove by there yesterday there was work on both highway overpasses going on and there was a UP section truck on site so I guess there is a good possibility they had a Form B in effect.

From info on the HeadsupNorcal Yahoo Group...

The eastbound OWWCJ-02 (dirty dirt loads from South San Francisco, CA to Columbia Jct, Utah) put the last car of the train on the ground near James. It sounds like a minor derailment.

Listening to RR Radio it sounds like they're looking at 18:00 opening and then run a couple of trains.
Not sure if they have more work to do or not, lots of hy-rails and maintainers in the area though.

Does that train run with a DPU?
