engine identification, please

going through grand junction, utah on the cz.  there were maybe 100 union pacific engines parked there.  i was told they don't meet emissions standards and may be sold to places with less strict standards.  anyway, what is the guy in the picture and about how old?  thanks

As far as I know, everything built before specific emissions standars take effect would be grandfathetred in.

They're sidelined more likely due to traffic not warranting the upkeep of these units in active service.

MP15N built 1975 and it shows stored since May 22 with lots of repairs needed.
