Delays in issuing permits, a softening coal market, litigation from neighbors, etc. Plans for this mine and this railroad date back to 1979.
The planned 45 mile line would link a proposed coal facility with the BNSF at Colstrip, on the MT/WY border. The plan hasn't been terminated, it could be restored if the financial outlook improves. The reason for its existance has changed many times and thats caused enviro delays, STB delays, permitting delays etc. The latest "plan" is only a shadow of the original.
