So this car was in my train a few weeks ago in Kansas City.  It was hand-lettered for the San Bernardino Railroad Historical Society, perhaps better known as "the guys that run Santa Fe 3751".  My questions are: When was this done?  Why was this done?

It was already well weathered in 2011, and evidently is on both sides of the car:

Graffitti that was placed there by the owner. Does that mean it's still graffitti?
