Bowie Mine puzzler

Every thing I have read online says that Bowie mine has been shut down which has me a bit puzzled as twice now in the last month I have caught the CBRLR9 (Coal: Bowie mine to Port of Richmond, CA)  in Provo just by chance. Part of me wants to hope this is a good sign but who knows these days. Any insight into these trains would be greatly appriciated. Here are two pictures of the CBRLR9-23 as it pulls onto the UP wye in Provo, UT to refuel and after refueling it will back out onto the main and continue on it's way to the port.

Just a guess- it is coal that was already mined and stockpiled, now shipping out.

Based on an article in the Grand Junction paper on Saturday, Bowie is still closed (or is idled waiting on better market conditions?). The last time I drove by the loadout, about 5 weeks ago, there was a lot of coal on the ground. Both in the lower and upper storage areas.
