Yes.

Congress restricted the FAA's hands on imposing similar rules for hobbyist aviators.  If the FAA, commericial pilots, etc had their way, every drone operator would be licensed and every drone would have a transponder.

The FAA's hands will be tied until the first fatal drone vs airliner crash.

Several have been misreported as drones one was a balloon but to start with had many up in arms. Most drone problems are not near any airport by the way but are at forest and range fires out west, police copters also have had some trouble. Its hard for a pilot to actually see a drone and to tell how close is also very hard. If they are very close the turbulence from a large aircraft would destroy it.

OK

The NY TV stations report drone incursions into JFK and Newark airspace pretty frequently, often with pictures and cockpit commentary.  Some have come very close to the NYPD's air base at Floyd Bennett field, too. That really caused an uproar...

There was one drone operator who was flying his drone inside the Phillips 66 refinery in Linden NJ. Adjacent to Linden airport.  Left before the Linden police showed up, however. We discussed it on TO.
