Pacific Harbor Line Quickie

Saturday, Feb 11, was poking around the Harbor when I got a BNSF dock job and an extra switcher, both working for PHL, both shoving under the Anaheim Blvd bridge in Wilmington CA.

Yesterday you posted some shots out/from Gemco and you mentioned track work.

Are they making changes to the yard or just repairs?
