New UP rail construction ... Eaton, CO

I drove from Greeley, CO to Cheyenne, WY along US 85 late this afternoon (2/27/17) and noticed some new road bed as potential sidings off the UP Mainline on the the south side of Eaton, CO ... it was overcast and near sunset so the lighting "sucked" and I decided not to futz with the "rush hour" traffic and pull off ... anyone out there have any info on what may be going on in Eaton?  My guess is some kind of frak sand facility ... either storage or off-loading site.  There was a string of covered hopper cars on an existing siding with AOKX lettering ... appreciate any comments/thoughts!

What I had heard was a possible oil loading facility not unlike what is located up in Carr. They were unloading frac sand back in where the sugar plant tracks were before.
