(SF) Embarcadero and Lombard, Interlocking Tower?

Yesterday I was out with the family on Embarcadero and at Pier 27 near Lombard St. I noticed what seemed to be a restored intetlocking tower. Was this something from the SF Belt Railway or something completely unrelated to the railroad?

No interlocking there. Just a port building.
