I think I have seen pictures of an abandoned RR tunnel in a reservoir in northern California that is usually submerged but becomes visible when the water level drops a lot. Maybe being submerged soaks all of the soot off. Sorry I dont know the exact location of the tunnel.

Spreckels wanted the height so a brakeman could stand on top of the car and not hit the top of the tunnel.
