The ladder might have been left there intentionally, just to see how many would succumb and climb it, and wonder 'what is this ladder here for?' There might just be a motion sensitive camera nearby, catching all those who come along, wonder why it's here and climb it. You could have been the first of thousands to to attempt to climb the non-corporate ladder!
Keep an eye on youtube for the 'Trinidad Railroad Ladder Caper' ! ;-)
