BNSF Phoenix Ramp Expansion

These are photos from Google Maps on BNSF's Phoenix ramp expansion.  Looks like quite a bit is underway for extension of the 2 working tracks and paving/trailer-chassis parking.  Photos are:
1) looking from the north/west end south/east
2) looking at the center
3) looking from the southwest end looking north/east

Why is it that "expansion" is usually associated with BNSF and "curtailment" and "cuts" are usually associated with UP?  Just a stupid observation from some of today's posts.

BNSF expansion? Uh, how about the Intermodal facility on the Surprise/El Mirage border which transfers box and other rail
traffic into trucks ie transload. I'd have a tough time coming up with a similar UP facility though there must be one, some, in
the LA area.
