This morning I found her in a yard in Burlington IA on the banks of the Mississippi.

Can someone look up what prior numbers it had?
IIRC an SD9 painted like this on the NWP was 4327, which was its SP number too.

Nope, think 4327 was scrapped recently.

It isn't 4423 either.  That is in Niles Canyon as the 5472.

The NWP of 1996 started with 4 SD-9s from Omnitrax, their numbers are:

4324  (3813) 5352 now 100 in your photo
4327  (3856) 5378 now scrapped
4423  (3946) Currently back to 5472 in Niles Canyon
5305  D&RGW chop nose wreck rebuild / Scrapped in the last 5-10 years

I remember seeing one roll through Suisun when the NWP (second edition I guess) was starting up. Those units sure looked great!
