Non-UP locomotive leaders and PTC

Does UP (or BNSF) require foreign locomotives that lead a train to have PTC?  I enjoyed RailFan AZ's video of a MFWWC with a FXE locomotive (two in the lead consist) leading at Casa Grande, AZ a few days ago.

BNSF requires originating trains to have a PTC equipped leader if one is avilable, even if that engine needs to be turned. BNSF currently has interoprability with UP, NS, CSX, CN, and Amtrak.  KCS and CP are the only two major carriers that aren't at the moment, but will be very soon.

Where i work if it is received in interchange and it is not programmed with our PTC map,
with permission it may continue on till it can be replaced or reaches destination.
