The article says non-binding, so I guess it is just the starting point for the negotiations.

Burnham Shops back on 1 September 2010.  Operation closed 14 February 2016.  Note turntable (lower edge of image) was out of the turntable pit undergoing renovation.

The turntable eventually ended up at the Illinois Railway Museum
