Gonna say that unit has spent too much time in salt air. It got pretty ratty quickly.

That salty fog at night will slowly dissolve just about anything that don't move and perhaps even a few that do.

When we took over the Surf Line from the Santa Fe, the signal cases showed what a few decades of salt air can do to cast steel.  Ugly it was.

They kept the units looking pretty good over the years.  But now that they're on the way out, I'd guess they're doing minimal maintenance on them.

Because that was all they needed, they had a bunch of F40PH-3's already.
