It looks like it had a lot of cars for loads coming out of both ends of the distillation column.

The Bellingham area, and Pacific Northwest in general, have always been the last bastion of rare elderly locomotives.  Lots of photos surface of old war horses slugging out their last runs up there.  I saw plenty of oddballs traveling in and out of Vancouver BC in the late 1990s.  

Good to see that the area is continuing to do this in the 2020s.  

I haven't seen a yellowbonnet in Vancouver, WA for a couple years now.  And I don't recall seeing any BN Green around for a while, either.

"RJM29" indicated the photo was taken in 2012:
