Amtrak flat cars

I saw these pictures on Facebook.  Does somebody know why Amtrak have these flat cars?

new axle count cars?  i  doubt it???  maybe just training cars for engine service people?

This car looks similar to ones I've seen used at Northeast Corridor stations as "bridges" to get passengers to/from trains having to stop on a track not adjacent to the station platform.  They're used when the track closest to the platform is out of service.

Interesting. Years ago when I rode the Acela I noticed some stations had plywood platforms extending over the closest track to reach the next one. They looked like a bunch of peninsulas sticking out from the main platform. I’m guessing that was for a longer term project where these cars would be for a short term issue.

these look different than  those boarding cars, perhaps with the construction at the chi  facility they are being used to for bridges to get  provisions to the cars?

I think it is for Amtraks new cross harbor ferry service between New Jersey and Brooklyn, lol.
