Will visiting Kansas City I was at Union Station tonight about 6PM, saw a UP lead eastbound train that was pulling all empty well cars. My question is, was this a move between local area yards? Or, was this moving the cars further east for containers being moved to the west coast?

On those tracks it would be likely headed to Dupo (East St. Louis)

Before PSR, it wasn't that uncommon to see a train of empty well cars being moved to another intermodal point for loading.  I've even been on a train of empty wells going west and we met a train of empty wells going east.  Now the empties being repositioned usually just get added to other trains.
