In addition to the export business there are also, for now, coal trains to the power plants at Valmy and Dunphy, this looks like one of them. Valmy is nearing the end of its life and TS has been talking about switching to gas for a while now.

Looking things up, there was a westbound Richmond coal train at Palisade yesterday afternoon at 15:12. I'm guessing that is the train picture. UP 7054, UP 5394, 93 loads of coal, UP 9083, UP 8608.
