H-EVELVJ and a silver 2 bay

Here is BNSF H-EVELVJ with units 7587/4316/282  (ES44DC/C44-9W/SD75I) at the south end of Kent, WA on the Seattle to Portland, OR ex-NP main line.

Back in the train were a few cars I thought were interesting.
A doublestack riding a CP flatcar and this silver 2 bay covered hopper.

Does anyone have any information on OFOX 60856?  Curious to know what the number series is of these cars which appaers to be reletter/renumbered from something else.  Also curious to know when the covered hopper was built.

I've seen CLSX hoppers that looked like that.

From the oxidizer placard it looks like a sodium chlorate hopper. I seem to recall seeing Procor sodium chlorate hoppers that looked like that.

OFOX is the reporting mark for Residco, "a highly experienced and sophisticated rail investor".  They lease that car to somebody.
