Railroad Access Crossing on Big 10 Curve

So by now, many of you are aware that Virtual Railfan has a cam here thanks to Amtrak conductor Brad. Anyhow a RR access road crosses the tracks on Rocky siding. I notice that some trains blow their horn for this crossing and some do not. There is also a ranch access road that crosses the track near the hopper car windbreaker. No trains sound their horn for that crossing that I have seen since the cam went online. Whats the logic here?

Private Crossing.  Also a thread about private crossing below.  Below is UP thread which would seem to cover this. 
Not sure what the visibility is but I am sure if crew saw hazard they would sound horn as they would anywhere.

That's an open space area and may get foot traffic that warrants whistling .

Question for "those in the know" ---- Where is the best spot for photography in Big Ten Curve area?  And how to access?

When I was in the area in 2019, I went up to Eastridge Road in the “Blue Mountain Estates” directly west of the curve. From this road you have a great view of the entire approach and the curves themselves, as well as Denver in the distance. The view is pretty similar to what you see on the new Virtual Railfan camera. As far as getting down close to the curve, I suspect it’s all railroad or private property so that may be a bit more difficult.

A lot of the area inside of and around the curves is Jefferson County Open Space property.  There's a dirt road off the south side of Coal Creek Canyon (Hwy 72), about a 1/4 mile east of Blue Mountain road, that accesses this propery.  I take our dog there frequently. Not alot of shade but one can walk it between the curves and out towards the wind break hopper cars (but those are beyond a fence and on railroad property).  Just be sure to close any barbed wire gates you encounter behind you, as there is cattle grazing there.
