I read that as well and my thought was that it was actually being considered at a Federal level
when the law of the land was that the Feds ruled on such things. But then California runs the US
enviro policy don't they?

And well they should.
Change doesn't happen overnight.
And Government needs to understand that, currently, there is NO technology that will move a vehicle without a carbon footprint.
Whether it be a locomotive, truck, bus or car.
EV's are only as clean as what you burn to generate electricity, PERIOD!

can the construction and production of ev's and their batteries be done without leaving a "carbon footprint"?

No--mining the raw material takes big machines, transportation etc.

Plus, my understanding is that the production of EV batteries require an enormous amount of natural resources, and that there is currently no solution, as to what to do with the batteries once they've outlived their functional life.  I've also heard that batteries last about 10 years, and the cost to replace is substantial.
