Could anyone please describe the function of this vehicle shown in the T-Cam 10:24 AM photo? Thanks.

Looks like a "rail detector" truck. It is probably the same one I saw while over at the BNSF Bakersfield yard attending a safety meeting. It went by the meeting room window about 12:40 p.m. The meeting was held in the old Amtrak 'depot' building.

Sidenote: While glancing out the window around 10:30 a.m., I noticed a southbound departing the yard. Behind the head-end power was abt. 6 to 8, maybe more, 4000 series BN "B" units. Plastic covering the stacks. Some # were 4012, 4013, 4020. No id on the train, sorry.
