Oddity Phone Book Cover, Roseville,Ca

Found this phone book in my hotel room, while railfaning Donner Pass and Roseville,Ca area.
ATSF Super Chief F3A 20C climbing Cajon Pass.Photo by Stan Kistler.
Roseville has been a SP town since the early 1900s,also a major employer, of the town.
Why would the city use that photo,any ideas guys?

UP wouldn't license the use of a photo of one of their trains.

I believe Roseville Telephone has used a train picture for a number of years. My favorite was '92 or '93, when the picture was of a rotary snowplow and included a Fairmount motorcar being used by the track inspector. Pretty cool.

The City has no say, in what goes on the cover of a phone book. Its not a city company, its privatly held.

Just my two cents worth.
