Does anyone know if there is a North Little Rock Railroad and if there is could you provide me with contact info.

There is no North Little Rock Railroad. Portions of the ex-Rock Island main line east to Lonoke remain out of NLR (dormant) as well as a portion of the former Cotton Belt branch south towards England still operated by UP. The Port of Little Rock also has trackage, but nothing in North Little Rock.
