Definitely cable, late in the season after the cows have eaten the dry grass down to a nub.

The sign in the upper part of the photo is a billboard for Highway 58.

And the answer is...

This picture was taken from a lot under development above the end of double track at Cable. Housing developments were going in around Tehachapi in the late 70s. Extra 8712 East has just come across Caliente Creek and over the switch at the start of double track. The date was May 24, 1978.
The freeway sign at the corner of the picture announces the exit for Tehachapi in one mile.
