Feather River Railway Location Needed

I've been re-scanning some of my collection of Feather River Railway photos. I have a few that show either No. 2 or No. 3 taking water at this location. None of the slides identify where this water tank was so I'm hoping someone can give me a location. Thanks

Looks like #2 at South Fork water tank.

Are those water bags hanging on the rear sandboxes if the shay? Never seen that before, wonder if those were for the brakemen?
