I attended a railroad history conference where the expression "The president's bottom desk drawer" was used. When someone asked the meaning of the expression, the speaker stated that it meant the president will always provide funding for a project he deems important.

I think we've seen this at CP, where the 2816 was a pet project of president Rob Ritchie, the engine has not turned a wheel since Hunter Harrison took the helm.
