Gratefully John Garner has finally learned to STOP issuing completion/return to service dates. My WAG is if they get real lucky they might ( operative word...MIGHT) make the Santa 2019 season ?????

If so, you are sadly misinformed. The FP40PH is a lease-purchase, it is a stopgap measure since both GP30s are shot. It has not been repainted. The 3 BUDD RDCs were taken in trade from TVRM for the Man O' War combine and a couple other cars. Only one RDC is operable, the other two are unpowered coaches. Recently $90,000 was shaken down from the 3 local gov'ts having jurisdiction, Allegany County, Cumberland City, Frostburg City; this is for trackwork and bridge inspections. To date, over $2.5 million dollars of state money has been applied to the project 1309. According to a WMSR source, $75,000 has been raised from donations for 1309 specifically. AFAIK, WMSR also gets a $250,000 yearly allotment that comes from the state for ordinary maintenance and capital equipment. Still awaiting release of an audit conducted by county commishs.
