Love these Royal Hudsons. My guess would be someplace in the east, maybe around Montreal. They ran them a lot near the end on Commuter trains there. Its in the east cause this is a coal burner, and most of the oil-burners went to the west. Edit: According to the article linked below, the CP Hudsons do have dry pipes (presumably perforated) running along the tops of their boilers in place of steam domes, and also have (2860 at least) conventional cam-actuated multi-valve front end throttles. The linkage was through the handrail and connected with the throttle about 18" past where the gray boiler jacketing ends. Just google "CPR Royal Hudsons" and look at the photos.
