Any info will be appreciated.

I made a visit to the Detroit terminal tower summer before last and there indeed are active tracks thru the facility. This is NS right of way and multiple tracks wide. The passenger bridge over the tracks has been removed and nun too gently as there is a gaping hole at each side where the bridge connected to buildings on both sides. The large LCL building as well as the mail facility are completely derelict and in a ruinous state. Will be very interesting to see what Ford does in its restoration/reuse project. All trains to/from Windsor/Chicago run alongside it, along with their interchange traffic from Windsor to their connecting partners.

Amtrak will only do it on its own rules, with somebody else's money. Most of such a trip wouldn't be Amtrak anyway unless it went the long way, via Toledo, Erie and Buffalo.
