I don't recognize it, but I don't think it's near Newport.  St Paul to Hastings (Newport is half way between) is joint trackage run as left hand running double track.with CB&Q.  Water level St. Paul to Newport, two tracks were side by side spaced about 100 feet apart.  No helper needed here.  At Newport Q crossed over to right hand track then followed the river, nearly level.- was used by westbounds.  But Milwaukees line, now on the left and used by eastbounds went cross country and did have a pretty good hill to climb (Langdon Hill) and descend to get to Hastings.  Sometimes helpers wer required.

F7 78C was built in Dec. 1949 or Jan. 1950.  The last S-3 was retired Sept of 56.

The unusual signal with four signal heads, two semaphores and two searchlights, might help pinpoint the location. Perhaps there are special instructions in the rule book for the district?

I think we can rule out Newport, which would have had Mississippi River's bluffs in the background, if the train were eastbound

That's Wadsworth, Illinois in 1951. I own that original 616 negative. I don't have a photographer identifed either. The S3 behind the F7 set is No. 264.
