Renumbered in 1956.

As to location .... hard to say. Benwood Jct., WV ?
Maybe New Castle, PA

This plate is from a Q-3  2-8-2,  but this will give you an idea on the renumbering.  They simply painted the new number on the back of the original number plate on some locomotives.  I have the booklet here from the B&O - dated 11-1-1956 - Renumbering and Reclassification of Locomotives and Diesel Rail Motor Cars.  It gives you all of the renumbering that was done.
