The Library of Congress has a huge inventory of Mr Delano's railroad work for the Office of War Information, part of the US government's World War II propaganda operation.  They also have his work documenting the Great Depression for the Farm Security Administration.

Being it says 12-42, the war is on, things are not going real well.
Locomotives are being used at maximum capacity.... not a lot of
time for cosmetics.  Just sayin'......

Yes

Documenting the suffering and sacrifice many Americans endured was a key part of FDR's pressure on Congress to help with relief and recovery.

Some of those photographers were eventually recognized for their outstanding work, like Gordon Parks and Dorothea Lange. The Chicago History Museum had an exhibit of Delano's works in 2015. I visited the exhibit and was, of course, duly impressed.

We are fortrunate that the nation's leaders had a sense of history and knew to preserve these as documentation of the reality of the times, warts and all.
While FDR may have used some of the photos to pressure congress makes no difference to their value as history.
The truth hurts sometimes in RR nostalgia.

Many Americans and members of Congress had no idea of the suffering endured by farmers in Oklahoma, share croppers in Alabama, and migrant pickers in Oregon.

The photography stirred many to respond. And others tried to shut down the program.
