Can anyone identify this locomotive?

If this photo was mine, I'd enter it in Trainorders Oddity Photo Contest!
This appears to be a fireless locomotive rather than a tank car.
Notice the cylinders, rods and valve gear mounted on the sides like on a Climax locomotive. And the trucks look like they came off of a Heisler.
Anyone have any info on this engine?

I would agree it looks like the frame of a Climax locomotive it appears to have been cut down to create a flat car

It is the little-known Climax "calf" unit without the mother unit. Just hook up a steam line from cylinders' exhaust on the Climax and presto......you have low pressure (compounding) to operate the "calf".

That may be a fireless loco used at one time at the Alan Wood Steel Plant in Conshohocken, PA. It looks to be in poor condition. I saw a builders photo of it once a long time ago.

Yeah that's right. I remember seeing it in a vintage Trains. Built by Heisler.
