Yes, it does resemble a skeleton log car, but I believe it would be an old sytle tank car from which the tank has been removed.

Looks more like a tank car that had the tank removed. Are those holders on the sides for placards?

The large item on MP863001 looks like part of a large crane or excaviting machine--on its side to fit within the loading gauge.
