Of interest, did the railroads, in summer months, burn off the ROW land as the landscape appears to be ashen in the first section of that video.

The railroads did burn off the row's WP had a weed burning machine that burned them while they were still green.

No, the WP did not burn off the right of way - on purpose at least. Even today it is common to see burned out sections of Altamont Pass due to small brush and grass fires. Sparks from those old Fs could easily start a fire during the tinder dry California summer.
