Looks like Portland. The building on the right doesn't look familiar, and I'm sure that all of the tracks curving off to the left are gone.

Portland, the track in the foreground leading to Hoyt St. roundhouse and yard. Missing, perhaps the I-405 bridge?

Is it a CB & Q-decorated locomotive which is missing?

You got the location right.

Nomo:

The tracks to the left used to be the SP&S Hoyt Street Yard and Roundhouse. they are all gone and a hi-rise condo sits right where the roundhouse used to be.

The Fremont Bridge (I-405) is the object that is missing.

View is looking north from the 9th street crossing. Union Station is directly behind me.

I can't believe that it's been 35 years ago that I took this picture.
