Rough day in the paint shop?

Did anyone else catch this hopper car, seems it bounced around in this condition for some years.
Sorry for the poor scan of a poor 3x5 print.

I think I have a slide somewhere of it passing through Ft. Worth. Makes me want to come up with a model RR and call it the Hooten Belt.

There was another I've seen in a photo that was "OOTTON BEET". Or maybe this is the other side of the same car.
