this came up in another recent post where it was stated that the high number placement was found on the P&E, but this # matches P&LE GP7's number series

I believe that is correct. The 1502 & a companion 1504 were sub-lettered 'NCTR' some time after the Rock went under. They were involved in post-bankruptcy Rock Island (trustees?) car & equipment movements. Here's a shot Art Gibson got at Herington, KS in 1983:

1. NCTR 1504 is northbound at Herington, KS on June 22, 1983.

I believe (open to correction) that the 1502 was
not owned the the "Railroad" but rather by the Trustee.
It was used after the shutdown for clean up operations.

The Rock Island had some P&LE Geeps and some switchers when I worked in Chicago.
