What is it? Where is it? (I don't know the answers)

Information: Somewhere between Washington DC and Gauley Bridge West Virginia in August of 1994. Possibly Staunton Virginia as that is where we spent the night. Any ideas of what or where this was?

There's a video on Youtube titled "Virginia Central Move.mov" The video description seems to indicate that sometime in the early 90s (perhaps 1994?) CSX asked Jack Showalter to move his steam locomotives and equipment from Gordonsville to Staunton, VA. I'd say this is in Staunton then.
