Railroad Supply Co manually operated gates. There's a rod right in front of the crossing guard's feet which runs to the gate on the other side of the crossing. Whether the other two gates were also connect to this isn't exactly clear, although it's quite possible there was a second guard with his own shanty off to the right who operated those.

Kalamazoo made an electrically operated version which looks very similar, and I've seen an air operated version.
