Is the top photo Rigby or is it at the former GTW offices just east of downtown Portland close to the waterfront?   I was there in Portland in 1983 and saw possibly the same combo CV RS11/GTW caboose (van in their terms?) at that site then and it sure looks like the same building there on the right in the photo.  That was a good year to visit as things in Portland changed rapidly after that and not for the better.
