Those RS&P box cars are the result of an ICC increase in car rates and most were owned by "investors".  Can't recall the exact number of the RS&P cars but there were a bunch of them.  At times more than several dozen could be found in Ft Worth's Centennial Yard.  There is a very good discussion on Railroaders Nostalgia about that time.
