Hello, With the way equipment pool agreements were usually set up for specialized cars like auto racks, each RR was responsible for only a certain % of the necessary fleet. As the "home road" for the GM plant, T&P wouldn't have needed to supply a lot of cars, only their proportion of the cars required by the pool agreement's formula.
