3198 is an EMD GP40P-2.

SP also had some regualr GP40-2's numbered 7608-7627, 7658-7677, 7940-7959, 7240-7247.

The GP40P-2's were 3197-3199 renumbered to 7600-7602

The 7940-7959 were the slug leaders for the 1600 class former U-25B road slugs.
Some of the 7940 class were the original GP-40 units 7600-7607 which were rebuilt into the GP40-2 slug leaders.  They were easily identifiable as not having air conditioning.
