ATSF storm detours?  River looks pretty high so possibly a washout on the ATSF?

Tehachapi closed due to flooding and washouts.

Definitely Santa Fe flood detour trains that came up the Valley Division from Bakersfield to hand to the WP/UP at Stockton.  I was assigned there for the duration to help move trains, crews, and paperwork until the detours were completed.  Good old UP they wanted copies of the waybills for anything being interchanged there so they could do a little future traffic analysis.  Operationally they managed the interchange well, the road ops results were a crap shoot with using up all their crews.

The meet looks to be at the east end of Camp Rodgers; which is a few miles west of Belden CA.
